Poolbeg Planning Scheme Strategic Development Zone (SDZ)

On 20 May 2016, the Minister for Housing, Planning and Local Government, Simon Coveney, announced that on foot of a request by Dublin City Council, the Government has made an order designating the western part of the Poolbeg peninsula as a Strategic Development Zone (SDZ). Dublin City Council has been chosen as the relevant Development Agency pursuant to section 166 of the Planning and Development Act 2000 (as amended).

Minister Coveney stated that the lands designated in the Government's decision relate to three major land parcels which include:

  1. The Irish Glass Bottle site and Fabrizia Lands controlled by NAMA; and
  2. Two parcels of land controlled by Dublin Port.

Dublin City Council is to prepare a planning scheme within the next two years setting out the planned development of the designated lands.

The planning scheme prepared by Dublin City Council will be available for public consultation, and will then be submitted to An Bord Pleanála which will also accept public submissions on the scheme. Once the planning scheme is approved by An Bord Pleanála, individual developers need only apply to Dublin City Council, and once their proposals meet the terms of the SDZ scheme, they will receive permission, which cannot be appealed by a third party.

It is expected that the SDZ of Poolbeg will be a mixture of residential and commercial development, with at least 3,000 homes set to be built. This SDZ can build on the success of the recent Docklands SDZ.

Minister Coveney commenting on the Poolbeg designation has stated:

"This designation will ensure the delivery of residential and commercial economic development with supporting infrastructure and facilities in a sustainable coordinated manner on a strategic site which is of national economic and social importance."
