Supervisory letter on financial sanctions-related transaction bans and reporting obligations
The Central Bank of Ireland (CBI) wrote to the heads of AML at crypto-asset service providers to clarify requirements and expectations regarding transaction bans and reporting obligations relating to financial sanctions under Council Regulation (EU) No 833/2014 concerning restrictive measures in view of Russia's actions destabilising the situation in Ukraine. The letter includes clarification on transaction bans received from the European Commission.
Technical standards on operational risk published
On 3 September 2026, Commission Delegated Regulation (EU) 2026/1167 was published in the Official Journal of the EU. It supplements the Capital Requirements Regulation (CRR) by specifying regulatory technical standards on operational risk requirements for credit institutions. It entered into force on 23 September 2026.
Technical standards on operational risk business indicator reporting published
On 3 September 2026, Commission Delegated Regulation (EU) 2026/1166 was published in the Official Journal of the EU. It supplements CRR by specifying implementing technical standards on the mapping of business indicator components with corresponding supervisory reporting references. It entered into force on 23 September 2026.
Temporary amendments to the prudential market risk framework for credit institutions published
On 11 September 2026, Commission Delegated Regulation (EU) 2026/1221 was published in the Official Journal of the EU. It amends CRR through the introduction of temporary targeted operational relief measures and targeted multipliers for the calculation of a credit institution’s own funds requirements for market risk. The Commission Delegated Regulated entered into force on 12 September 2026 and will apply from 1 January 2027.

European Payment Council tool for identifying appropriate payment schemes
On 11 September 2026, the European Payments Council (EPC) launched a tool (referred to as the ‘EPC Instant Credit Transfer Scheme Selector’) to help payment service providers and payment service users identify the most appropriate EPC payment scheme to carry out instant credit transfers. Based on defined criteria, including currency and geographical location of sending and receiving parties, the tool aims to clarify the proper use cases for the EPC’s two instant payments schemes: the ‘One-Leg Out Instant Credit Transfer’ scheme and the ‘SEPA Instant Credit Transfer’ scheme.
Draft guidelines on the management of third-party risk relating to non-ICT services published
On 18 September 2026, the European Banking Authority (EBA) published its final report on draft guidelines on the sound management of third-party risk relating to non-ICT services (i.e. services which do not fall within the scope of the Digital Operational Resilience Act). The draft guidelines cover the full lifecycle of such third-party arrangements, including, for example, risk assessment and due diligence, contracting, subcontracting, monitoring, documentation and exit strategies.
ECB updates guide to credit institution licence applications
The ECB published a guide to licence applications, replacing the previous version published in 2019. As with the previous version, the guide applies to all applications for a licence to become a credit institution under the Capital Requirements Directive (CRD IV), including but not limited to, initial authorisations for credit institutions, bridge bank applications and licence extensions. The guide aims to make the legislative framework, the assessment criteria and the processes for licensing credit institutions clearer and more transparent.
Operational guidance for banks on communication in resolution published
On 17 September 2026, the Single Resolution Board (SRB) published operational guidance for credit institutions on communication in resolution, together with an accompanying communication testing supplement. The operational guidance aims to assist credit institutions to meet the SRB’s expectations and ensure effective crisis communication, and it is fully aligned with the EBA’s ‘Resolvability Guidelines’.
EBA identifies priorities for the review of MiCAR
On 24 September 2026, the EBA published its response to the European Commission’s targeted consultation on the review of the Regulation on Markets in Crypto Assets (MiCAR). MiCAR established an EU framework for regulating crypto-assets. However, the sector continues to develop rapidly, with new products, services and business models emerging. The EBA has, therefore, identified specific issues that the European Commission should prioritise in its review of MiCAR.
EBA consultation on revised technical standards for joint decisions on institution-specific prudential requirements
On 25 September 2026, the EBA launched a consultation on proposed revisions to the implementing technical standards (ITS) governing the joint decision process for credit institution-specific capital and liquidity requirements under Article 113 of CRD IV. The revisions are part of the EBA’s broader efforts to simplify and enhance the efficiency of the regulatory and supervisory frameworks. The EBA is proposing targeted amendments to streamline the joint decision process and align it with current supervisory practices. This reflects developments in the regulatory and supervisory frameworks since the ITS were first adopted in 2014, including changes introduced by CRD V and the EBA’s revised guidelines on the supervisory review and evaluation process.
