CBI Annual Report and Annual Performance Statement 2025

On 5 June 2026, the Central Bank of Ireland (CBI) published its Annual Report and Annual Performance Statement 2025 setting out its activities and completed deliverables for 2025 across its regulatory, supervisory, financial stability and monetary policy remits.

Ireland’s EU Council Presidency – priorities for the financial services sector

The Irish Government published its Programme for Presidency ahead of assuming the Presidency of the Council of the EU on 1 July 2026, setting out its agenda against a backdrop of geopolitical, economic and financial stability challenges. Within the Economic and Financial Affairs Council remit, Ireland’s priorities include targeting political agreement on the Market Integration and Supervision Package by end-2026, progressing trilogue negotiations on the Sustainable Finance Disclosure Regulation and the revised securitisation framework, and commencing trilogues on the digital euro framework. Additional priorities include promoting simplification and competitiveness in the banking sector and advancing capital markets initiatives.

CBI review of its fitness and probity process

On 11 June 2026, the CBI announced the completion of its review of the fitness and probity approval process and confirmed it has implemented all twelve recommendations arising from the Fitness and Probity Gatekeeping Review conducted by Mr. Andrea Enria.

Authorisations and Gatekeeping Report for 2025

On 11 June 2026, the CBI published its Authorisations and Gatekeeping Report for 2025. The report sets out statistics on authorisation and PCF approval data, including processing times, on a sector-by-sector basis.

CBI consultation on evolving regulation

On 22 June 2026, the CBI launched a public consultation seeking views on its approach to ‘regulatory impact assessments’ and on its approach to conducting consultations with stakeholders. The proposals aim to strengthen evidence-based decision-making and stakeholder engagement, ensuring that future regulatory interventions are proportionate, transparent and aligned with the CBI’s objectives of consumer protection, financial stability and market integrity.

ESAs publish first report on DORA major ICT-related incidents

The European Supervisory Authorities (ESAs) published their first report on major ICT-related incidents in the EU financial sector, based on the reporting framework under Article 22 of DORA. The report analyses 3,383 incidents reported by financial entities and finds that approximately one-third had cross-border effects, reflecting the high degree of interconnection arising from shared infrastructures and service providers. Despite this, the overall direct impact on clients and transactions was generally limited.

AMLA consults on draft guidelines on ongoing monitoring of business relationships

On 3 June 2026, the Anti-Money Laundering Authority (AMLA) launched a consultation on draft guidelines on ongoing monitoring of business relationships under Article 26(5) of Regulation (EU) 2024/1624. The consultation will close on 3 September 2026. The final guidelines are expected to be published in Q4 2026.
