Survey on the Central Bank of Ireland’s strategy for 2028 to 2032
On 3 September 2026, the Central Bank of Ireland (CBI) launched a survey to inform a new strategy for 2028 to 2032. The CBI is seeking views from financial services customers, industry participants, community groups and others on the priorities required to respond to technological changes, climate risk, evolving banking practices and new forms of money. Feedback must be submitted by 16 October 2026. The Central Bank Commission is expected to approve the new strategy in May 2027, before it is presented to the Minister for Finance in September 2027. The CBI’s current strategy will continue to the end of 2027.
Consultation on industry funding levy proposals
On 25 September 2026, the CBI launched a consultation on proposals to amend the methodologies used to allocate the annual industry funding levy across certain types of regulated firms. The changes concern how regulatory costs are distributed between firms within an industry category, rather than how much is collected from that category. The CBI states that the proposals would result in more proportionate contributions.
The central proposal is to move several industry categories away from ‘PRISM’ impact-based levies or flat-rate levies towards ad valorem methodologies, under which individual firms' levies are more directly related to their scale. This proposal impacts:
Changes are also proposed to the existing ad valorem methodology for payment and e-money institutions (Category N).
To give firms time to plan for the financial impact, the changes would be phased in over a four-year transitional period.
The consultation period will close on 8 January 2027.
