First parts of Health Insurance (Amendment) Act 2025 enter into force
On 6 January 2026, sections 1, 3, 7, and 8 of the Health Insurance (Amendment) Act 2025 (the 2025 Act) came into force. Section 3 of the 2025 Act amends Schedule 1 of the Health Insurance Act 1994 to provide that the term of the Chairman of the Health Insurance Authority shall now be for five years. Meanwhile, Section 7 of the 2025 Act amends the specified rates under section 125A of the Stamp Duties Consolidation Act 1999. The remaining sections will come into force on 1 April 2026.
EIOPA launches their strategy towards 2030
On 15 January 2026 the European Insurance and Occupational Pensions Authority (EIOPA) launched its 2030 strategy. The strategy aims to provide stability in a rapidly evolving landscape, driven by technological advancements, environmental challenges, economic fragility and a dynamic geopolitical background.
The strategy focuses on three areas, each containing three core objectives:
EIOPA’s insurance risk dashboard shows continuing stability amid widening geopolitical tensions
EIOPA has published its Insurance Risk Dashboard for January 2026, relying on risk indicators from Q3 2025 and end-2024, as well as market data up to December 2025. The dashboard aims to illustrate the principal risks in the EU insurance sector through data gathered from insurance groups and undertakings within the EU. It covers a wide range of risks from credit to ESG-related risks.
Generally speaking, risk indicators remain stable at a medium level, in particular, due to continuing GDP growth and lessening inflation. However, risks associated with the current geopolitical climate may increase uncertainty, particularly in the areas of trade, energy and security. Liquidity and funding risks are trending slightly upwards, driven by increasing issuance needs and sustained refinancing requirements. Meanwhile, ESG and Insurance-related risks are trending downwards, respectively due to increased participation in green bonds and positive premium growth/underwriting performance.
