Eoin O Connor is Head of the Financial Regulatory Advisory Group at A&L Goodbody. He has worked on some of the highest‑profile matters in the Irish and EU markets, including serving as lead counsel on the recent authorisations of Ireland’s two newest credit institutions by the Central Bank of Ireland and the European Central Bank. Eoin advises on compliance with financial services legislation and Central Bank of Ireland codes, prudential requirements, and Irish authorisation and licensing issues.

He also advises on asset disposal projects for Irish and international clients, ongoing compliance with conduct of business and other regulatory requirements, anti‑money laundering, financial institutions M&A and the regulation of securitisation activities. Eoin’s experience includes advising banks, investment firms, insurers, fintechs, asset managers, and private equity firms.

Experience Advising:
  • Advising a UK challenger bank on its successful authorisation application to the Central Bank of Ireland and the European Central Bank as a credit institution, and on its expansion into Europe.
  • Advising an international investment bank on its successful authorisation application to the Central Bank of Ireland and the European Central Bank as a credit institution, and on its expansion into Europe.
  • Advising MiFID investment firms on authorisation projects and engagement with the Central Bank of Ireland on variations of permission, including the first post Brexit MiFID firm authorisation, as well as advising on market infrastructure matters on behalf of trading venues, clearing houses and data repositories, and the firms accessing their services.
  • Advising on all aspects of securities market regulation, including managing regulatory change and client implementation projects for MiFID II, the Market Abuse Regulation, the Capital Requirements Directive, and changes to the Transparency and Prospectus regimes.
  • Providing advice on prudential matters and capital efficiency/compliance following the introduction of the Investment Firms Regulation and the Investment Firms Directive, including obtaining derogations from the Central Bank of Ireland and capital reclamation.
  • Advising on best practice and responding to Central Bank of Ireland RMP actions and requests for independent assurance reports on investment firm governance, including detailed knowledge of the Central Bank of Ireland’s Corporate Governance Requirements for Investment Firms and Market Operators.
  • Advising clients on horizon scanning and regulatory change projects, including, most recently, implementation of the Consumer Protection Code 2025, the Second Consumer Credit Directive, the Third Payment Services Directive and Payment Services Regulation, the Digital Operational Resilience Act, and CRD VI.
  • Advising clients on regulatory engagement with the Central Bank of Ireland, other European national competent authorities and the European Supervisory Authorities, including in relation to compliance with anti money laundering and counter terrorist financing requirements.
  • Advising multinational companies on financial institutions M&A, including the acquisition and disposal of Irish financial services targets and ATNF submissions to the Central Bank of Ireland.
  • Advising regulated firms, senior management and board members on compliance with the Central Bank of Ireland’s Fitness and Probity regime and the Individual Accountability Framework, including the Senior Executive Accountability Regime.

Professional activities

Eoin is the MiFiD II lecturer on the Law Society of Ireland's Finance Law Diploma programme and participates in a wide range of industry bodies, including acting as a founding member of the Irish MiFID Industry Association and serving on the Irish Debt Securities Association MiFID II implementation working group.
