CBI feedback report on ESMA’s CSA on sustainability risks and disclosures in the investment funds sector
The Central Bank of Ireland (CBI) published its report on the CBI’s findings and observations during European Securities and Markets Authority’s (ESMA) 2023-2024 Common Supervisory Action (CSA) on the integration of sustainability risks and disclosures. This follows ESMA’s report which was released in June 2025.

Gavin Curran, head of CBI’s funds supervision division spoke about exchange traded funds (ETF) at a recent ETF Stream event, noting that a truly modern ETF ecosystem that harnesses innovation can, if properly governed, deliver both operational efficiency and robust investor protection.
CBI streamlined fund documentation process for AIFMD II implementation
The CBI will facilitate a streamlined filing process for post-authorisation updates to fund documentation for alternative investment funds (AIF) and undertaking for collective investment in transferable securities (UCITS) arising from the transposition of changes to the AIF Manager (AIFM) and UCITS Directives and amendments to the CBI AIF Rulebook and CBI UCITS Regulations.
Funds Sector 2030: A Framework for Open, Resilient & Developing Markets Implementation Plan
On 7 October 2025, the Department of Finance published a Funds Review Implementation Plan. This plan follows on from the Programme of Government, published in January 2025, where the Government committed to “Progress and publish an implementation plan for consideration in Budget 2026 taking into consideration the Funds Review recommendations to unlock retail investment and opportunities to grow this sector in Ireland.” This plan sets out a full breakdown of recommendations to improve competitiveness and reduce the cost of regulatory burdens.
Draft RTS on open-ended loan origination AIFs
ESMA published draft regulatory technical standards (RTS) on open-ended loan-originating alternative investment funds under AIFMD II.
