Joint Head of Enforcement Investigations at the Central Bank of Ireland
Louise Gallagher is the Joint Head of Enforcement Investigations at the Central Bank of Ireland, alongside Francesca Harte. Louise oversees the taking of investigations against both firms and individuals for breaches of conduct, prudential and market rules. Louise joined the Bank in 2014 and has held a number of roles in Enforcement and Anti-Money Laundering. Louise is a qualified solicitor with over 20 years experience and prior to joining the Bank she worked in private practice specialising in commercial litigation.

She frequently advises on issues such as legal privilege, and the management of litigation and regulatory risk. Chloe has acted for regulated entities, corporates and individuals in a wide range of disputes, including with a cross-border focus. Chloe practiced for a number of years in London, where she gained specialist experience advising financial services clients in high-stakes litigation and investigations. Chloe has also acted as legal counsel at a major international bank.

Laura has extensive experience in advising clients in all aspects of their regulatory obligations and engagement, in particular with the Central Bank of Ireland. Laura's experience includes representing clients in investigations and inquiries carried out by the Central Bank under its Administrative Sanctions Procedure as well as providing advice on a range of regulatory issues, including the regulatory requirements introduced by the Central Bank’s Individual Accountability Framework, governance reviews, skilled person reports and customer redress programmes. Laura is also an experienced commercial litigator and advises domestic and international clients in disputes before the Irish courts.

Sinéad also provides strategic advice on risk management including in the context of regulatory and legislative developments.
